TICRF(Taiwan Internet Content Rating Promotion Foundation)

Overview

Taiwan Internet Content Rating Promotion Foundation was established in accordance with regulations laid down in point #10 of the Government Information Office's "Key Ponits for the Establishment and Supervision of Mass Media Non-Profit Making Organization".

The Foundation was established on January 7, 2005, authorized from the Executive Yuan' Government Information Office(GIO), and officially registered with the Taipei District Court on March 11, 2005. It was established to gather private and academic resources to plan and promote the Internet Content Rating. This will facilitate the development of internet-realted industry while protecting freedom of speech inline and regulate user behavior

Business Content

The Foundation engages in the following:
  1. Draft development strategies for internet content rating in Taiwan
  2. Promote internet content rating related business
  3. Organize internet content rating related meetings and activities
  4. Process all internet content rating appeals
  5. Draft development strategies for the safe access of children and young adults to the Internet in Taiwan
  6. Promote procedures designed to ensure the safe access of children and young adults to the Internet and related business
  7. Establish a telemarketing survey mechanism designed for long-term tracking, guidance, and promotion of regulations
  8. Publish related periodicals, yearbooks, technical manuals, electronic media publications, and also establish a public database containing relevant data
  9. All other matters related to the development of strategies for website content classification and the safe access of children and young adults to the Internet

Organizational Structure

According to rules laid down in the second section of its fundraising charter, the Foundation has a Board of Directors, with 15-17 Directors. Of these, a suitable number are government agency representatives, academic experts, community notables, and Internet service provider representatives. The Foundation will also have a Supervisory Board, with 3-5 Supervisors, at least one will have a background or experience in accounting/finance. The Board of Directors is the Foundation¡¯s highest decision-making body, and will be staffed by a CEO who will serve at the behest of the Chairman and be assisted by a number of executive assistants.

  • ICRA does not use classification names, category names are the equivalent of those.
  • VWP, RSACi, and SafeSurf offer detailed classifications, as a result, classification names tend to be short and simple.

ECPAT Taiwan

Overview

Confronting the severe issue of commercial sexual prostitution in Asian tourism, several NGOs from different countries gathered in Chiang Mai, Thailand in 1990, and conducted the International Campaign to End Child Prostitution in Asian Tourism (ECPAT) trying to protect children and to keep them away from commercial sexual exploitation. In 1997, ECPAT International reached out its hands to the every corner of the world, and renamed as End Children Prostitution, Child Pornography & trafficking of Children for Sexual Purposes (ECPAT remains). Until now, ECPAT network has over 80 groups in more than 70 countries.

We, ECPAT-Taiwan combining with groups concerning the issues of women and children, have joined ECPAT International in 1991. Registering on March 31st, 1994, we see ourselves as a group to provide better services for children and women, to arm for the fight against the huge criminal networks, and to find the children's smile back.

Hotlines

To end child pornography and to make the Internet a safer place for children are always the important issues that concern ECPAT Taiwan. For achieving these missions and objectives, ECPAT Taiwan have set the Internet Safety Hotline web547 in 1999 to receive illegal and harmful reports from internet users. Through the cooperation with the police and ISPs, web547 try to eliminate and remove illegal and harmful information on the Internet.
